Company history

The register names BV Gaming Limited as the Great Britain licensee for BetVictor and gives it a head office at BetVictor Suite 2.01, World Trade Center, Bayside Road, Gibraltar. Its summary counts eight trading names, ten domain names, no premises and no regulatory actions. Its licences are all remote, which the Commission describes as the licence for gambling provided to players online or by other remote means.Source: Gambling Commission

Seven trading names are active: betano, betvictor, hbingo, heart bingo, parimatch, smooth spins and talksport bet. The register lists puntit as inactive. Three domains are active under the company's own name: betvictor.com, betvictor.mobi and hbingo.co.uk. It also lists six white-label domains: betano.co.uk, heartbingo.co.uk, parimatch.co.uk, smoothspins.co.uk, talksportbet.co.uk and www.talksportbet.com.Sources: Gambling Commission; Gambling Commission

The February 2022 announcement names five sites the operator runs: betvictor.com, betvictor.mobi, hbingo.co.uk, heartbingo.co.uk and parimatch.co.uk. It says the settlement money will go to the National Strategy to Reduce Gambling Harms, and points readers to a public statement for more detail. It adds that public statements stay online for three years from the date of issue.Source: Gambling Commission

Wikipedia says BetVictor is an online gambling company based in Gibraltar (Wikipedia, secondary). It says the headquarters moved to Gibraltar in 1998, that the company adopted the BetVictor name in 2012, and that Michael Tabor took control in May 2014. We found no primary source for these dates. The page also gives 1946 as the founding year and mentions 1931 in its history, and we did not reconcile the two.Source: Wikipedia

The same page describes the group's white-label work (Wikipedia, secondary). It says BetVictor agreed to be Parimatch's white label provider in the UK in 2020, announced a HeartBingo relaunch partnership on 9 September 2021 and launched talkSPORT BET with Talksport in August 2022. The register's trading names and white-label domains match those brands.Sources: Wikipedia; Gambling Commission; Gambling Commission

Two other registers carry BetVictor-named companies. The Gibraltar Gambling Division lists BV (Gibraltar) Limited as a B2C bookmaker and gaming operator, and BV Tech (Gibraltar) Limited for B2B gambling services. iGaming Ontario lists BV (Canada) Limited for casino and sports betting under Play BetVictor. Neither register states how these companies relate to BV Gaming Limited.Sources: Gibraltar Gambling Division; iGaming Ontario

Payments and withdrawals

We could not read BetVictor's deposit, withdrawal or terms pages, so we cannot say which cards or wallets it accepts or what it charges. Nothing below is taken from the operator.Source: Gambling Commission

In Great Britain, licence condition 6.1.2 bars credit-card payments for online betting. Condition 17.1.1 requires a licensee to verify a customer's name, address and date of birth before the customer gambles, and says a withdrawal request must not trigger a new information requirement if the licensee could reasonably have asked earlier.Sources: Gambling Commission; Gambling Commission

Licence condition 4.1.1 requires customer funds to be held in a separate client bank account or accounts, and condition 4.2.1 requires the terms to say whether customer funds are protected if the licensee becomes insolvent. Condition 3.2.11 requires age verification before a customer can deposit.Sources: Gambling Commission; Gambling Commission; Gambling Commission

Limits and safer-gambling tools

We could not read BetVictor's safer-gambling pages, so we cannot say which deposit limits, reality checks or time-outs it offers. The rules below apply to any remote licensee in Great Britain.Source: Gambling Commission

Licence condition 3.3.4 requires every remote licensee to offer a time-out of 24 hours, one week or one month, or another period the customer reasonably requests, up to six weeks. Condition 3.5.5 requires the licensee to take part in the national multi-operator self-exclusion scheme.Sources: Gambling Commission; Gambling Commission

Condition 3.5.3 requires a licensee to close a self-excluded customer's account, return any funds held, and remove marketing details within two days of the completed notification.Source: Gambling Commission

The Commission's consultation response says it expects new customers from 30 September 2026 to be offered gross deposit limits, and does not expect existing customers to be changed back on that date.Source: Gambling Commission

Drawbacks

The Commission announced on 24 February 2022 that BV Gaming Limited, trading as BetVictor, would pay a total of £2m after an investigation revealed fairness, social responsibility and money laundering failures. The money was to be paid as part of a settlement with the Commission.Source: Gambling Commission

The Commission's Director of Enforcement said BetVictor failed consumers by breaching rules aimed at ensuring that gambling in Britain is fair, safe and crime-free. The announcement refers readers to a public statement for the detail, and says public statements stay online for three years from issue.Source: Gambling Commission

We did not read that public statement, so we cannot say which conditions were breached or how the money was divided between the three kinds of failure.Source: Gambling Commission

The register summary now shows no regulatory actions for the business. A customer reading only the register entry would not see the 2022 settlement, which is on the Commission's news pages.Sources: Gambling Commission; Gambling Commission

Wikipedia reports a further matter (Wikipedia, secondary). It says the UK Advertising Standards Authority investigated a BetVictor Facebook advert in 2023 featuring FC Barcelona players, and ruled that it breached the code of practice as it was likely to have a strong appeal to under-18s. We did not read the ruling.Source: Wikipedia

Licence condition 12.1.1 requires a licensee to assess the money laundering and terrorist financing risks of its business, to review that assessment at least annually, and to ensure its policies and controls are implemented effectively and kept under review.Source: Gambling Commission

How it compares

BetVictor and Betano share one British licensee. The register lists betano and betvictor as active trading names of BV Gaming Limited, account 39576. BetVictor's two own domains, betvictor.com and betvictor.mobi, are listed as active, while betano.co.uk is listed as a white-label domain.Sources: Gambling Commission; Gambling Commission

Outside Great Britain the two brands sit with different companies. iGaming Ontario lists BV (Canada) Limited for Play BetVictor and Kaizen Gaming Canada Inc. for Play Betano. The Gibraltar register lists BV (Gibraltar) Limited, and we found no Kaizen company on it.Sources: iGaming Ontario; Gibraltar Gambling Division

The 2022 settlement named BetVictor-branded sites only: betvictor.com, betvictor.mobi, hbingo.co.uk, heartbingo.co.uk and parimatch.co.uk. Betano is not among the five sites the announcement lists.Source: Gambling Commission

If something goes wrong

We did not read BetVictor's complaints procedure. Licence condition 6.1.1 requires a licensee to let a customer take an unresolved dispute to a free alternative dispute resolution body once eight weeks have passed.Source: Gambling Commission

The Commission does not resolve complaints about gambling transactions, so a British customer starts with the operator. Gibraltar's Gambling Commissioner says it will not ordinarily investigate individual UK customer disputes.Sources: Gambling Commission; Gibraltar Gambling Division

For Ontario, iGaming Ontario's complaints service covers disputes where the operator did not respond within 90 days or its response did not satisfy the complainant.Source: iGaming Ontario

Licence condition 8.1.1 requires a licensee's screens to state that it is licensed and regulated by the Commission, give its account number and link to the register, and allows other licences to be shown if it is plain that the British service relies on the Commission licence. We could not read BetVictor's pages to see how it displays this.Source: Gambling Commission

UKGC licence: complaints

Complain to the operator first. If it is not resolved within eight weeks, the operator must let you refer the dispute to an accredited ADR provider, free of charge. The Commission says it does not resolve or decide complaints about gambling transactions.

Gibraltar licence: complaints

Complaints go to the operator first, which must keep an effective complaints procedure. The Gambling Commissioner can then examine and review the operator's facilities or decisions, on a written complaint by email only. For remote gambling taking place in the UK after 1 November 2014, a complaint can be referred to the Division only with the agreement of the UK and Gibraltar licensed operator.

iGaming Ontario / AGCO licence: complaints

Players complain to the operator first. If the operator does not answer within 90 days or the answer is unsatisfactory, the dispute can go to iGaming Ontario, and then to the Ombudsman of Ontario.
