Gambling Supervision Commission (Isle of Man)

The Isle of Man's gambling regulator. Its online licensees are on a public register, and it protects player funds through trust arrangements, but it will not take complaints from players based in the UK.

Official register: Isle of Man online gambling licensee register

What this licence promises

What the licence is
The Commission regulates gambling run from the Island: activity counts as on-Island where it is facilitated by telecommunication devices located in the Isle of Man. A 2025 consultation lists seven Acts as the legislation under review, from 1984 to 2018, including the Online Gambling Regulation Act 2001.
The wording behind this
“the bet or game activity is facilitated using telecommunication devices located within the jurisdiction” (Isle of Man Gambling Supervision Commission)
“enhance and harmonise the GSC's regulatory powers” (Isle of Man Government)
How to check a licence
The Commission publishes an Online Gambling Licensee Register of companies it has licensed. It was marked updated on 2 October 2026 and lists Full, Software Supply and Network Services licences. bet365, Betway and William Hill do not appear on it.
The wording behind this
“have been granted an online gambling licence by the GSC” (Isle of Man Gambling Supervision Commission)
Where it applies
The Commission says it cannot supervise, investigate or act against bodies offering gambling outside the Isle of Man, and that an Isle of Man resident may use an operator based elsewhere, subject to that country's rules. None of the pages we opened lists the countries a licensee may serve.
The wording behind this
“the GSC cannot supervise, investigate or enforce against bodies offering gambling outside of the Isle of Man.” (Isle of Man Gambling Supervision Commission)
Identity checks
The player-protection page says licensees must prevent underage and excluded customers from accessing gambling. The pages we opened set no ID or source-of-funds threshold.
The wording behind this
“Prevent underage and excluded customers from accessing gambling” (Isle of Man Gambling Supervision Commission)
Player protection
Licensees must provide controls that gamblers can use to control their gambling. When an underage or self-excluded player is found, wins and losses are voided, deposits are returned and the account is closed.
The wording behind this
“Provide controls that gamblers can use to control their gambling” (Isle of Man Gambling Supervision Commission)
“The gambling wins and losses will be voided” (Isle of Man Gambling Supervision Commission)
If you have a complaint
Complain to the operator first and follow its complaints policy. Only then can a non-UK-based player take the complaint to the Commission, which will not investigate operators it does not license. UK-based players are sent to the UK Gambling Commission's website instead. A review of a decision must be requested within 14 calendar days.
The wording behind this
“you must be a non-UK-based player, and the operator you are making the complaint against must be licensed by the GSC” (Isle of Man Gambling Supervision Commission)
“within 14 calendar days of the date of the GSC's decision” (Isle of Man Gambling Supervision Commission)
Your money
Money paid by a customer to an online licensee is held on trust until it is withdrawn or lost, and the protection at any time must equal the funds owed to players. The page states this duty for licensees that register recreational customers and says nothing about the funds of professional gamblers.
The wording behind this
“Money paid by a customer to an online licensee is held on trust by that licensee until it is withdrawn or lost in gambling.” (Isle of Man Gambling Supervision Commission)
“the sum total of protection at any given time is equal to those funds owed to players” (Isle of Man Gambling Supervision Commission)
